【Title】Regulatory Approach for Reliability Management
【Abstract】Distribution is the interface between power supply and end- users. International experience shows that majority of power supply interruptions can directly or indirectly be traced to the distribute network. More than ever before, reliability of power supply has become one of key concerns of electric power system and customers. One the one hand, as a regulated business, distribution network operators (DSOs) have the obligation on quality of power supply, while on the other hand, costs of energy non-supplied push costumers particularly from industry and commercial sectors for higher reliability. Various methods have been implemented in order to improve and maintain reliability of power supply across different jurisdictions and DSOs. This paper analyses and synthesizes the regulatory frameworks in Europe, the US and Australia and relevant practices of selected distribution networks on reliability management with an aim shedding lights on effective distribution network performance management and regulation in China.
